THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.
This position is located in Crane, IN. This position performs Contract Specialist duties in the Contracts Department(CX). The position is responsible for utilizing regulations, ! directives, policies, guidance and procedures to accomplish wo! rk involving the evaluation of contract price proposals, and/or advertising, negotiating, administering, and terminating contracts for supplies, services, and/or Research and Development (R&D) in accordance with law, applicable regulations, and policy and procedures. KEY REQUIREMENTS

Suitable for Federal employment as determined by background investigation.
Selectee may be required to successfully complete a probationary period.
You must obtain and maintain a security clearance. DUTIES:
As a Contract Specialist you will be responsible for, but not limited to the following duties:
- Collaborating with and providing assistance to Acquisition personnel & technical specialists including the Requiring Technical Activity (RTA) in face to face meeting or other forums to prepare/develop contractually acceptable specifications,! work statements, and quality assurance criteria.
- Preparing solicitations, contracts and required supporting documentation for supply and service procurements of development, demonstration models, preliminary design, production and sustainment.
- Reviewing contract terms and technical specifications to identify any special requirements.
- Evaluating contractor responsibility including capabilities, expertise, eligibility, and capacity.
- Interpreting procurement regulations and policies. QUALIFICATIONS REQUIRED:
The Department of Defense has identified the following Basic! Education Requirements for the 1102 series:
BachelorÂ's degree from an accredited educational institution authorized to grant baccalaureate degrees. AND; At least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000, are exempt from meeting this requirement.
OR
An exemption from the educational requirement because you are currently employed in! the contingency contracting force.
OR
An exemption from the educational requirement because you are currently appointed to a developmental position in a DOD-approved Contracting Professional Developmental Program.
In addition to the Basic Education requirements described above you must also meet the Specialized Experience as follows:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector service performing professional contracting work evaluating contract criteria for supplies and services.
Examples of qualifying specialized experience may include:
- Applying contracting and financial regulations/policies/procedures to develop pre-award and post award decisions.
- Performing price/cost analysis and conducting negotiations.
- Preparing contract modi! fications and supporting documentation
- Evaluating contract pro! posals and making recommendations concerning pricing, terms, and conditions
- Evaluating business data to develop contracting strategies and award decisions.
- Successful completion of a masterÂ's or equivalent graduate degree.
- Successful completion of two full academic years of progressively higher level graduate education.
- Successful completion of an LL.B. or J.D.
